FL301 does not flange

I built a FL301 flanger from the Tonepad layout and tried it this moring.  It only plays clean.. I mean that the sound is the same if when press the true bypass switch.  The trim pots have no effect, nor do the speed, with and regen pots.  If I unplug the power supply, it stops playing as expected (not in bypass mode).  Where do I start? (I already inspected my circuit board, solders and parts-appropriate).
