Chip questions

I've got 2 questions about ICs:

1) The analogman site say he uses NOS Panasonic MN3007's. What's the difference between the new old stock and the new ones you can get off the market? do individual NOS ones differ such that they have to be handpicked, and if yes, in what respect do they differ, how do you test it and how much will it affect the overall sound of the pedal?

2) I can't seem to identify the chip in this pic: http://img.photobucket.com/albums/v313/blind78/DSCN1601.jpg
Any ideas?

inverter? ok, i've not much experience with pedal circuitry, but never heard of a distortion based on an inverter chip.

So would a normal 7404 work?

The answer to #1: MN3007's are Bucket brigade chips, pretty much used in analog (vs. digital) delays, flangers, reverbs, ect.. NOS means new old stock- the chips are the original ones that were manufactured back then (around 1980's) instead of the replacement chips manufactured today. (Just like a black plate RCA 6L6 GC tube...

The answer to #2: This chip is a CMOS HEX inverter chip. CD4049 is a similar chip. They were not meant to be used for amplification, but due to it's unique circuit properties, produces a nice "tube like" soft distortion. For more info search: 3 legged dog, and Craig Anderton's tube sound fuzz.

for the nos stuff, i'm just wondering whether there's a difference between new old stock and the ones produced today? in terms of functionality and quality
