I've always read that circuits need a recovery stage to restore the signal if it is loaded down with a passive EQ. Since the Tonemender circuit is active, if I were to use it in place of the BMP tone stack, would I also need to change the circuit elsewhere? i.e. would the circuit otherwise be too loud if I use an active eq?

BMP comes with a tone control, and a recovery stage.
Different tone stacks have different amounts of passive losses.
Download 'Duncan's Tonestack Calculator', to take your various tone controls for a ride and observe and compare the amounts of passive losses associated with the varied curves.

Convention creates following, following creates convention.

Simply use the Level control to adjust the output volume.  Unity volume occurs around 10:00, depending on the tone pot settings.

Also, the Tonemender's tonestack is not active per se, but rather placed between an op-amp buffer stage and an op-amp gain stage.
