GGG Mod-able Wah debug

I have wired the GGG Mod-able wah and I do not get any tonal change on the output.  I used the circuit board purchased from GGG.  The 100k pot ohms out correctly and have actually replaced it on the off chance something else was wrong.  Voltages that I have measured are as follows.

Q1   Emitter: .76
       Base:     .17
       Collector: 4.5

Q2   Emitter:  3.7
       Base:      3.0
       Collector  8.41

I originally wired up the switches for the inductor and capacitor selectors but removed them for troubleshooting purposes.  I am using the red Fasel inductor.  When I adjust R4 I get a change in the tone but this seems to be the only place I get any changes.  I have checked solder and reflowed a number of joints like for C3 (per a response in another post).
