I was reluctant to post this, I know you guys are tired of these things, but I couldn't resist trying, and I've come so far, (from no sound to something) I don't want to quit.
And yes, I have searched.

1. I have this breadboarded, it works, but there is hardly any gain (sub-normal amount, not that I'm dissatisfied with the output), and the tone is very flat, no matter where I roll the tone knob there are 0 highs, I don't know how else to describe it, but it is definitely not normal behavior.

I've gone over this a ton, and I can't figure it out. Suggestions on where to look?

Check that the cap and resistor from lug 2 of the tone pot are connected to ground (I'd verify both the cap to resistor and resistor to ground, as well as the pot to cap connections with a multimeter to be sure).  I think that connection being open would increase the negative feedback to 2nd op amp and it obviously would make the tone control irrelevant, so it would be consistent with your observations.

Connections are good, thanks though. Does any one know the correct voltage readings?
