Rodent (GGG RAT) - filter not filtering

I built up a GGG Rodent. Fun, easy build.

My only issue is that the filter pot is not filtering at all. The volume and distortion pots are working correctly and I have a strong signal passing through the unit.
The wires are going to the correct lugs, no bridges, etc.

Anything that I should look for that I botched in the filter path?

I'm currently at work and don't have my camera/pics w/ me.
