Way Huge Aqua Puss Stripboard Stopped Working

I am near the end of a build to include a zombie chorus, EQD Ghost Echo clone, A/DA Flanger, and the Way Huge Aqua Puss stripboard layout from Sabrotone: https://www.sabrotone.com/way-huge-aqua-puss-vero-layout/

I followed the suggestions to replace the Q5 regulator for a 1k resistor. I had it working fine and was getting great albeit short delays, and when I went to calibrate the trimmers it stopped working. There was some flickering in and out of the effect and I noticed it seemed to be coming from the power wire going into the board. I reflowed that and now the effect doesn't work at all. I'm still getting 9V on my power rail. Pin 5 of the 3205 is getting 6.5V and I'm confused about whether I should be looking for 5V or 8V, as Harald on Sabrotone says 8V, but the datasheet seems to say 5V?

Incidentally, the delay LED has been the only one to work. All of the other three effects work but their LEDs don't and never have. The delay LED worked when the delay effect worked, and still works even though the effect doesn't do anything when engaged except slightly degrade the output signal.

My power supply is a 18V 660mA wall wart. The step-down converter is in the top right of the pics, used to distribute 9V to the other three effects. The flanger gets 18V.

I'm curious about which components you would be looking at as faulty. I don't want to order more ICs if I don't have to but I think I'm about to anyways. Thanks for any help!
