Did anyone make the MV-52 Tap Tempo Volume Sequencer?

I'm having a bit of trouble understanding exactly what is going on. It looks like you set 8 different volume pots, then tap out a tempo and at the tempo you tap, it changes the volume according the pot settings? I am still a bit unfamiliar with the ratio of taps though.

Sounds like it could be a fun little project, pretty small parts count (besides the 8 pots). Is there a layout for this yet? I don't want to draw one up for nothing
