I've built a few fuzz faces before with no issues but this one is troubling me. I'm getting about 8v on collector of Q1 and base of Q2. From my understanding the 9v should come in and go straight to both the 33k and the 330/470 ohm resistors. The 33k should drop the voltage to about 1.4v right? My PCB traces look solid and both resistors are right around the proper values. What could be going wrong!

Also 9V to the (5k to 20k) resistor on the collector of Q2.

Your problem may be due to Q1 being turned off.  What is the voltage on the base of Q1?  It should be 0.3V for a Ge transistor and 0.7V for Si.
Check the soldering of the 100k feedback resistor and the fuzz pot.

  8V on Q1 ? I'd test to see if the emitter isn't connected to ground.
