trimpot as a voltage resistor

I am trying to build the clone schematic from this website http://fuzzcentral.ssguitar.com/fuzzface.php. It's a cloned fuzz face. This I guess is sort of a beginner question but as I inserted all the parts into my breadboard, I tried to adjust the voltage to -4.5 dc but could not. I used the negative of the multimeter on the negative from the power supply and used the hot on the specific spot. I got a voltage but it kept draining down from about 9.3v to 0v.

Am I measuring this incorrectly? Has anyone built this circuit and can give me some advise?

Keep in mind that this circuit is what's called "positive ground".

The red + wire goes to ground and the black - wire goes to the 9v power
of the board (breadboard or circuit board).

Then put the red meter probe on the ground/red of the board and then the black
probe on the collector of Q2 to measure your voltage.

Be sure you have the cap at the emitter of Q2 put in right. The + should go to ground.
It's a little confusing...been there before once.
