Big Muff problems (again)

last time I did it needed debugging, before I finished debugging a guy wanted it so I let it go.

While checking the volts on this build (which has sound / dirt but is quiet) I seen to have the same problem as last time according to my notes.

V+= 9.26

Q1, c = 4,5    b=0.76,  e=0.17
q2,  c=1.26,  b=073,    e=0.1
q3   c=4.5,    b= 0.75,  e=0.17
q4, c=3.77,   b=1.72,  e=1.23

Q1 and Q3 are good, I have replaced the resistor from V+ to q2 several times and can not get the collector any higher, which was where I was upto last time I built a muff from this layout.

Any help appreciated.

What can be causing the low voltage at the q2 collector, should this be 4(ish) volts??
