PT2399 troubleshooting

I'm having troubles building a PT2399 based delay based on the older BYOC delay (the first schematic in this thread: http://www.buildyourownclone.com/board/viewtopic.php?f=20&t=6388)

I did this on perf board, and thought it might be easier to do it this way with jfet buffers (MPF102s) instead of an op amp.  I didn't have any 1uf caps so I used 2.2uf instead.  R13 was connected on the other side of C8.  I was wiring this for the delays to trail off, so I  break the connection after R6.

This works in bypass; when the effect is engaged, there is no delay but I still have the dry signal.

Here are the voltages I am getting on the PT2399:

2 - 2.3
3 - 0
4 - 0
5 - 3.0
6 - 2.4
7 - 0
8 - 0.4
9 - 2.4
10 - 2.4
11 - 2.4
12 - 2.4
13 - 1.6
14 - 1.8
15 - 2.4
16 - 2.4

Compared to other threads on the PT2399, pins 1, 7, 13, and 14 seem off, but looking over my work, I haven't found anything wrong (yet...).  Any thoughts?
