BSIAB II Problem, HELP!!

HElP!! I bought the BSIABII thinking that it was an easy beginner project.  Putting the pedal together was easy but it won't power up.  I've wired everything exactly as it is shown in the diagram in the link below.

any help or suggestions is appreciated.  remember i am a beginner so i don't know many technical terms

I would like to help but the pictures are  not there.  Can you measure with a multimeter if you have any voltage between the 9v and gnd connections.
