I've got a Line 6 DL4 with a blown 3.6v zener diode.
I don't have any 3.6v's, but do have 5.1v.
Is it safe to use a 5.1?

I don't think so. To make absolutely sure you'd have to consult a schematic, but zener diodes are usually chosen for specific voltages for a good reason. Especially if it is a part thats blown...

Probably power regulation, to prevent some digital chips from being overvolted by some voltage spike?

In any case, you should replace it with a 3.6V zener to be safe.

Safe but wouldn't work.  The 3.6v Zener drops down the voltage that the 3.3v regulator sees on its input, your 5.1 would be dropping an extra volt and a half, and be cutting in to the extra voltage the regulator needs to see on its input to be able to regulate and not drop out.
