Funny CE2 problem

When I first engage my CE2 clone (Tonepad board) I have to turn the controls all the way up just to get chorus and then it sounds more like a phase shifter than a chorus. After a few minutes it seems to wake up so I have to turn the controls down. I'm thinking a bad or reversed electrolytic. ???
