I just built R.G. Keen's Phase 180 Plus using this schematic:

and this layout:

When I turn the effect on it sounds basically like the clean sound. If the 'Regen' is maxed it gets really quiet. Other pots have very little, if any, effect on the sound. I know that a lot of people have had a lot of success with this circuit and would love to get mine working.

Here are my voltages:

Q1-8 (all 2N5952, all the same voltages)
G: 3.16
S: 4.38
D: 4.38

Q9 (2N3906)
E: 4.38
B: 4.86
C: 1.48

IC1 (LM324)
1: 0.75
2: 4.39
3: 4.38
4: 9.52
5: 4.38
6: 4.39
7: 8.00
8: 0.80
9: 4.40
10: 4.38
11: 0
12: 4.38
13: 4.39
14: 7.99

IC2 (LM324)
1: 0.72
2: 4.41
3: 4.38
4: 9.52
5: 4.38
6: 4.39
7: 7.99
8: 0.81
9: 4.40
10: 4.38
11: 0
12: 4.38
13: 4.39
14: 7.97

IC3 (JRC 4559)

3: 2.94
4: 0
5: 3.81

Any help would be much appreciated.

If it helps, here are some pictures of the circuit board:

My recommendation in cases like this is always to clean the flux off the board, with methyl hydrate or some other flux remover, before doing anything else.  Get yourself a clear view of all those solder joints and traces.  One you are satisfied that everything is where it should be and there are no unintended solder bridges or cracks, THEN you can launch into the electronic probing.

Thanks for the advice, Mark.

After cleaning the flux, I couldn't find any bridges. I realized that I carelessly neglected to clean the board before starting. I decided to make a new board (cleaned thoroughly), removed the components from the old board, populated the new board, and now I have the sweet sound of phase! ;D
