Help debugging Pearl Octaver-

Before I make a debugging thread, I feel there are a couple key things I can make better and check before really going for all the numbers.

First off-
Bypassed, it works fine. Absolute bypass, so that's good enough.
Then when engaged, guitar signal is still BARELY making it through. But it definitely is getting picked up by my amp along with a loud hum. The pots don't do anything to the faint sound.
So where should I start looking?

I'll keep checking my wiring and making sure everything is good to go there, but otherwise what would cause these issues?
Should I replace the chips and see if that's the issue? They're surface mount so I'd rather not, but I'll do what I have to to get this beast working.

Here's a shitty picture of the guts, maybe you guys can see an obvious problem?

I'm using Ice-9's black switch boards. I love how they look. The wiring is nasty, but I did my best to keep it neat.
