  On the upper right hand of this, is the AC input and it appears to simply be rectified to dc...
My question is this- the two points where it is earthed, does that sum to make it a 10 volt dc chassis/ground?
Just past R15 and chassis could be fed by DC + and - respectively?  

  I'm assuming they did this to get steady power..Bye bye A/C hum?

I read the schematic as 0v chassis/earth. the two ground points on the  schematic are for digital ground and anologue ground but the end up connected together as you say. There is one regulated  0v+5v (top rectified part in schematic) fot the digital circuit supply and one regulated -5v 0v +5v for the analogue circuitry. As it is a split rail supply the ground point will be 0v . I hope this is what your asking.
