Fuzz Face with voltage converter - crackly pots

I just boxed up this PNP fuzz face with an ICL7660S as a voltage converter so I can daisy chain the power supply.
Everything works/sounds fine except for all my pots making a crackling sound when turned.
I checked for voltage across the lugs of the pots, and all read 0 except for the bias pot, which presumably is to be expected.

when I was trying to debug it, I noticed I got continuity on my DMM from ground to bias pot lug 3,
but only when I had the red probe at lug 3 and the black one at ground.
and only when the DC jack and input jack were plugged in.
this doesn't make sense to me, and I think I must be getting some fundamentals wrong here.

any ideas on how to get rid of the crackly pots?
also how might I hook up a battery to this?
