I have a bk precision 3001 audio generator and a multimeter but i'm still new enough to not understand what the notes are asking me to do. Either that or i can't read it well enough to understand. thanks for any help.

Feed a -20dBm signal @1Khz to effect, turn knobs as indicated, then trim untill reading -25dBm (or a loss of 5dBm) at output.
having a steady 9V DC supply and the knowledge to convert dBm in mV are mandatory....

Wow, it appears that adjusting the trim requires alot more theory that I current know/have. In trying to understand how to do the conversions I found tuis link

looks like all the hard work is done. Is this as simple as measuring the output of the audio generator in mv pass the signal thru the pedal and adjust the trim to what ever the mv equivalent is to a -5dbm loss is? Thanks for any advise.

Yep,
you're dealing with a noise gate, level reduction is the only thing it can do ;)
