Well, I chucked it together on the breadboard and it worked fine, wish it didn't to be honest, it sounds bloody horrible. Definitely not worth the effort.
It sounds pretty much like an Ugly Face in self oscillating mode, but much less controllable, so you'd be much better off building that if you want a noise pedal. At least that can do loads of decent fuzz sounds as well as the filth.

The schematic has a lot of pins that need connecting on the CD4007 missing so I don't know if that's why it hasn't worked for people. You need to connect pins 2,11 and 14 to V+ and 4,7 and  9 to ground, and also connect 1 to 5. Matt's layout does this though so I don't know why that doesn't work.

If anyone still fancies a go at it I would get rid of the CD4007 and use an LM386 instead, Tim Escobedo style. That makes it a lot simpler and should make it work.

Maybe this has been mentioned before... I noticed on the 4046 datasheet that the recommended supply voltage is +5V (+6V max). Maybe running it off a 9V battery is part of the reason people are having trouble? Anyone tried a lower voltage?

I notice the 4046 has an inhibit pin. I really don't know much about this chip. But, I'll go out on a limb and suggest, that you might be able to drive the inhibit pin with the input signal, like the Ugly Face.

I'm a big fan of the Ugly Face it makes noise but the output is very musical. You get alot of overtones, thirds, fifths, octaves. It's hard to beat it for what it does.

Here's another similar project. Also similar in that I was not able to get to work. This uses a 567 rather than the 4046.

The John Hollis Zombie Chorus and Ultra Flanger both us the 4046 at 9volts.  I can't view pdf files on the Wii so no datasheets for me.  Well maybe there's some hope for this circuit yet.  Obviously the circuit will need a complete overhaul and won't even resemble the original.  Now how can I get my name removed from that schematic.  lol

This is an infinitely better circuit using a 4046.

You need to download it in order to see the circuits in a readable size.

Stephen -  Not to nitpick, but is there any chance you could do some higher resolution, and more focused scans?  Not to nitpick, just figured maybe it could happen if we asked.   :)
Breadboard it!
