Ring stinger clone, help! Lfo not working.

I'm going to do my best to explain whats happening as I'm not an electronics guru by any means.
So, I have it all built and wired.  I'm getting what I believe to be correct voltage on all the pins of IC3. The opto LED is always lit. The depth and rate pots show correct voltage and adjust it right. I just don't seem to be getting any oscillation. Or it's just going way too fast.  I'm trying to probe around and I'm not hearing any sound at all within the lfo, vco, or wave shaper circuit. Plugging the guitar in I get a weak distortion sound and no sound with the drive control all the way down. If I plug the guitar into the carrier in jack I get a weird sort of off tone octave sound. I've swapped all the chips a few times and have inspected for solder bridges many times. I've been mostly just focusing on getting the lfo working but no dice.    Here is a link to the String Ringer schematic.

It sounds like your audio oscillator is not oscillating. Since the LFO modulates the main oscillator, if the VCO is not there you won't be able to hear the LFO doing anything (you can't hear an LFO anyway, BTW), so instead of worrying about that, get the audio oscillator going first. The usual stuff applies, reflow joints, check continuity,etc.

What's your level of experience with building electronics? How are you building this (PCB, perf)?

Whew!  Got it working, the jumper at the bottom of the pcb by the on/off LED had one of the solder Pads shorted to ground, causing me to lose Vref2 across the whole thing.  It all seems to be working now, only thing is it's hard to get rid of the popping/click sound

And I'm so going to plug this thing into the fx loop of my meatball to see what happens.
