capacitor question in flanger

hi folks
im trying to get a flanger working better. its a carlsbro alu series late 70s and has an invert switch
on normal flange setting it sounds good but -
when i switch it to invert the signal dips hugely and loses almost all its bass content.

so ive got it apart and am measuring voltages at each end of the little capacitors on the board [ mostly nanofarads e.g 220n etc in value ]
there are 21 caps in all [ about 5 electros ]  and most of them measure 0 volts at one end and a few volts at the other end.
however , some of these caps [ 5 of them ] measure voltages at both ends

can anyone tell me if this is normal i.e. do some caps depending on their function in the circuit have voltage at both ends ?

or is this abnormal and could it be that these caps are worth changing out to see if they imrpove the unit?

can anyone advise a way to test the caps in circuit to find any suspects for being faulty?
