The Guv'nor Plus is a very cool and good sounding pedal.  Howeverm in bypass you can hear distortion bleeding through.  It's quite annoying, to say the least.  Has anybody ever fixed something like this?

Yes, there are various fixes, probably, but finding what the 'loop' is [where the bleedthrough signal path is caused] is the tricky part, as would be some of the possible fixes such as shielded wiring or input/output/signal path routing, possibly even PCB fixes or using a switch wiring which grounds the input when in bypass, probably none of these would be easy in a commercial pedal.
A QnD fix takes the pedal from the signal path altogether, a loop bypass box, which is a nice thing to have around for just such occasions [and others].
Convention creates following, following creates convention.

Assuming the bypass is the same as others in the series, like ED-1, the bypass is old-fashioned, non-buffered, non-true bypass. There is a DPDT switch, one throw of which switches the output jack between the input and effect, and the other throw of which is strictly for the LED. The input of the effect is always connected to the input jack. If you remove the bypass board that the jacks and stomper are attached to, taking note of the in, out & ground connections to the main board, you should be able to either sub in panel mount jacks, shielded cable and a 3PDT or, if you want to use the original switch & jacks, make yourself a new bypass board with a Millenium bypass. Either way, once you have true bypass, you probably wont have a bleed-thru, or at least will have eliminated possible causes.
