Ibanez Swell Flanger ticking

Hey folks,

I'm a bit of a noob here, so bare with me if I'm screwing up. I also posted a portion of this in the schematic request area.

I've got here an Ibanez SF10 Swell Flanger which passes almost no signal, and depressing the switch seems to have no effect on the effect nor lights up the led. It just ticks non-stop.
I'm trying to trace through the circuit with an audio probe, but it's crazy confusing without a schematic.
I've built and debugged a bunch of fuzzes and distortions, but I honstly have no idea what I'm doing in this circuit.

Check it against an FL-9 schematic.

No schematic to speak of just yet.

Is this metronome type clicking a sign of a faulty clock chip? I can't adjust the tempo of it with any of the controls.

The FL-9 is the same circuit?

Quite possibly, have a look and see if they seem to match up.
