hey paul,
is there a way to delay the turn on so the caps don't get slammed?

maybe use a jfet as a switch, or something?

There are multitude of soft-start circuits in little circuit books and all over the net which typically involve hooking up a power resistor in series with the main supply rail + a little RC delay circuit (or sometimes a thermistor) with a transistor that turns on a relay that shorts out the series resistor once conditions have stabilited.
