Deep Blue Delay clone issue

It's been some time since I've made a clone of a deep blue delay for a friend. Yesterday he brought it back to me, saying that level pot does nothing ( it's like the delay side is always 100% on ) and that repeat is never below 50%, even if it is on zero. Voltages are ok, it delay's nicely. So faulty pots? It did work when i gave it to him, few months ago. And since than he used it, and abused it.

It wouldn't delay at first and I've connected lug 1 of a delay pot to number 3 lug of a pt2399. I think i've left lug 4 unconnected.
