debugging wah - help needed

I have built a wah (846 style) into a dunlop case I have. All the part values are rather standard. I took the voltages from the transistors and got 3.26 / 3.69 / 8.9 & 0.01 /  0.7 / 4.14 which seem close enough to voltages on another wah I have. I have checked the caps and that the VR is OK. Inductor is about 600mH.

When engaged I can hear a bit of a treble boost but nothing happens when I move the rocker.
Bypass works as expected (true bypass).

Any idea what could be wrong?

Also worth saying that I have checked the pedal with a signal generator and scope... with input of 1V the output is 2V in toe-down and 2.16V with heel down.

doublecehck all your wiring connections.

ground issue around the pot? something miswired around the pot leads/caps.

doublecheck that whoever made the board has everything correct in the traces.
