Yeah, that sounded exactly what I though it would based on the schematic.... I'd have to say it's pretty unusable wouldn't work with chords either.
I expected some pitch sliding effect as you are messing with the loop filter, but none of that either. 
But I like your approach of circuits!

How would one implement the pitch shifting with the loop filter? Is there an easy way?

Try reducing the 100k between the pot and 24nF cap to 5k-10k  and increase the cap value to 100n
I'd also put some resistance between pin 11 and GND, as I don't know where the center freq of the pll sits now.

Yeah, I use the 386 often...I need to give some opamps a shot.

I tried this and didn't get much of a difference. I did find a "big" sounding effect by switching the output to pin 2 though.

no way man , i have terrible luck with those chips , well i guess i should be honest with myself at some point ...

i am just thinking you should get some sort of discount or perhaps custom licence plates .

although i may kid , i personally admire timd's productivity , gumtion , his whole unorthodox approach , and his crazy ass circuits . i would love to see fantomas / melt banana  get hold of a few diederich electronics devices of doom .

also , at some point the buzz words " lo fi " and " circuit bent " may need to be updated  to something closer to the mark like " batshit-fi" or " wrong on many levels " . how about a pedal that guarantees you will get kicked out of a cover band ? you could call it the want ad od or something , the classifieder ...
