Big Muff - Cornish

Hello,

I was looking for a nice Muff and found an interesting circuit by Pete Cornish.


This circuit confuses me a bit, because of the two buffers.
I understand the first one at the input side. Cornish used that in every pedal.

Can someone explain me why there is a second one before the Muff Circuit?

Looks very lowpass filtery to me: C7.
