Whatever wits I had are now gone......

Building a GGG WHRL.  Specs say IC 
1=5.5 (4.04)
2=2.7 (.33)
3=2.7 (.304)
4=2.7 (2.03)
5=2.7 (2.03)
6=.01 (.001)
7=5.5 (4.04)
8=0.0 (0.0)
9=5.5 (4.04)
10=.01 (.001)
11=5.5 (4.04)
12=.01 (.001)
13=0.0 (.001)
14=5.5 (4.04)  (sensing a pattern here!!)
15=.01 (.001)
16=0.0 (.001)

I have debugged until I'm crosseyed.  Voltage drops before the IC.

whats your supply voltage?
looking at the schematic, pins 7,9,11 and 14 and 6,10,12,15 are okay, *assuming* your supply voltage is a little low. These are all unused inverters.
U2 (pins 5,4) looks okay.
U1 (pins 3,2) is odd. Looks like it's totally off. Can't see any obvious spots in danger of shorting to ground (assuming you used the GGG pcb layout)

Supply voltage is 9.45 right up until the second resistor, then it drops to 4.04.  If I use the case as ground, it is up to about 5.4 or so, which is where it should be, but can't seem to find the problem.  Grounds seem to check out......

So does this sound like a ground issue?  Absolutely no sound from the pedal, but am getting the pop from the amp when I plug it in.  Funny thing, plugging the 9v power into the back causes my DD-7 to light up...........

You're going to have to remove the circuit from the enclosure. You have to eliminate the enclosure as the source of the problem. After you've removed it, test the circuit on your test rig. If it's good there, figure out what's going on with the enclosure.
