Problem with pt2399 delays and the tap tempo daughter board

I have put together a number of different 2399 based delays like the Rebote, the Deep Blue, and most recently the small time.  In the past Ive added on the TT daughter board without incident.  Recently Ive had some trouble with this daughter board.  The problem is that I'll fire it up and everything works great  initially.  Then I'll unplug the testing station's power source and connect the pedal to my pedal board with a new power source.  At this point I get no delay but if I open it up and pull the 2399 out of the socket and plug it back in, it will work fine until the next time I remove the power source.  Can someone please explain what is happening and a possible solution?  This has been true for the DBD and the Small Time.

The PT2399 has a bug, it doesn't start normally with a low resistor values on the 6-th pin.
