Just to clear up a misconception...

Most ICs (that we use here) are not programmable.  You change the way they work by adding various resistors and capacitors to the circuits they are in.  The ICs (Integrated Circuits) mentioned here are just that - a collection of parts - like transistors and resistors - combined into small convenient package for you.

my guess would be maybe a big capacitor(s) somewhere in the signal path. someone else might wanna add to that (or disprove it!) in greater detail, though.

try it on breadboard, and if you don't like it, look at another type of envelope detector maybe....the sound2light is as simple as it gets really...but there are other 'more involved' ways..
