GGG Rodent Kit Issue

Greetings! I know I should get all the data to you but I haven my had time yet. I thought I'd post my question beforehand since it might be something stupid. I've assembled my GGG Rodent kit (no mods). I've only measured voltages at the chip so far but here's my voltages there:

Pin 1: 8.67 V (should be 8.4)
Pin 2: 4.75 V (should be 4.5)
Pin 3: 2.38 V (should be 4.1)
Pin 4: 0 V (should be 0)
Pin 5: 0 V (should be 0)
Pin 6: 4.78 V (should be 4.5)
Pin 7: 9.61 V (should be 9)
Pin 8: 4.87 V (should be 4.6)

So I'm getting power into the circuit (need to poke around more to trouble shoot) but every time I hit the foot switch to turn it on the volume cuts out. Nothing. Is there something quick and obvious that I'm missing? I should be getting SOMETHING.

I either have a bad board or a bad switch. Since I'm getting voltage to the chip, I'm guessing that it isn't a bad board. How do I bypass the switch to find out if it's a bad switch?

Desolder the wires that run from the jacks to the switch, and solder the in/out wires from the board directly to the input/output jacks.

Does the LED come on when you hit the switch?

Audio probe it.

99% of problems come from either a part being in backwards or a solder bridge.   Your being off by .2 volts here or there doesn't worry me, but the pin 3 reading is weird.    You should scan all the parts that connect to pin 3, starting with making sure your input jack is connected right!

your Vref and pin 3 is too low. check R1//R2//R15//R16 for value and shorts. same goes for R12//R13//R9.

you did test this before you put it into the box, yes?

C10 is installed in the wrong holes as well. Just caught that. I'll try moving that and turning around the transistor when I get home. If that doesn't fix it I'll audio probe it when. I get back from Thanksgiving.
