Waterslide decal not sticking...

I have come across a strange problem that I have never encountered before and any help would be appreciated.

I am making a bedal on a bare alumni mum enclosure.  I sanded it a bit and cleaned it with acetone.  I printed my decal, sealed it with lacquer, and applied it to the enclosure.  I've done this many times in the past with great success, but this time, after about 20 minutes, the corners start to lift and after about 30 minutes the entire decal has peeled off and is bone dry.

Is this a bad decal? It's almost like there is no glue on the decal.

I'm kind of in a pinch here because I am trying to deliver this pedal by the end of the weekend, but I can't do any lacquer spraying because the temperature outside is going to be too cold.

Is there some other transparent adhesive that I can use?

I've never decal'ed on bare metal. But perhaps you could spray the enclosure with clear before you put the decal on. Another thing i do is after I place the decal, i place a soft cloth over it, then use the bottom of the enclosure and a weight to keep pressure applied to the decal overnight.

You can use white craft/carpenter's/wood glue.  It dries transparent.  You will only need a couple of drops thinned out with water.  I recommend putting a couple of drops on the enclosure and smearing it out evenly with wet fingers - you only need a very thin coat - then place the wet decal on top as you normally would.  I've done this before with good results.

I tried putting a weight on it as it dried, but after it dried it just spontaneously flaked off  ???
