So take out the e-caps one by one until the 1.1V comes up near 9V.

The DC circuit will work without the caps (in 98% of circuits). Obviously the audio may not be right without the caps. But you have to get happy DC voltages before you can have happy audio. If yanking a cap makes the DC happy, that cap is a DC problem which has to be fixed. Maybe backward, maybe just-bad, maybe solder-blobbed underneath.
