I think it is pretty much "run what ya' brung..." i.e. try anything and see how it sounds--

I play only with PNP Ge's.. I've used:  AC128, 2N404, 2N404A, 2N508, 2N1305, 2N1309, NTE126, NTE126A, GT308B (Russian), GT308V (Russian).  Also, favorites are OC44, AC188, AC125, SFT308, NKT's, et. al.

Get hunting!
I used to really be with it!  That is, until they changed what "it" is.  Now, I can't find it.  And, I'm scared!  --  Homer Simpson's dad

When you say minimal tweaking. What are you thinkin about?
small tweak of biasing resistors...which you should experiment with anyway, regardless of the hfe or transistor
always think outside the box

Oh yeah. That's pretty easy. I am actually making my first NPN fuzz on which you can select between 8 trans 4 for each so I had to has the bias knob on it. Makes it easier.
Don't know what to do with a paritculare transistor? Check this website where stompbox pedals are listed by what transistors they use
