Need HELP Troubleshooting EM-Drive Clone

Hey guys I'm a first time builder and I'm having some troubles with my pedal. I'm trying to build the  non-compact version of the Emerson Customs EM-Drive from TagBoardEffects: http://tagboardeffects.blogspot.com/2013/01/emerson-custom-guitars-em-drive.html

So the True-Bypassed signal works but when I press the footswitch no sound comes out, but the LED does turn on. The only thing I've changed about the circuit is that is used a MPSA18 instead of the 2N5088 transistor that the schematic uses. It seems to be an easy circuit to build, I'm sure I have just made a stupid beginner mistake that you guys will be able to help me out with. If you need anymore information just ask. Thanks guys for your help.

First are you sure the voltages you posted are for the correct pins?

The collector should be around 4.5VDC (adjust it to taste, try 2VDC to 7VDC to hear what happens (change the bias/feedback resistor value the 2meg ohm one))
The emitter at 0VDC
The base about .6VDC

Hey now it works, Thank You!! But there is still a problem, its wierd. When i turn on the Em-Drive there is a volume drop but then its on i conjunction with another pedal like a delay or reverb the volume comes back. There is also a little static noise when im not playing.
