Boss DD-3A No Effect

I've got Boss DD-3A that is not working properly.The led comes on,but no effect.I was told one of the ic's could be fried.I replaced the HD14066BP chip.Still got nothing.Anybody have any ideas that could be the culprit(s)?Thanks in advance.
