PLL Tap Tempo

I have some old NEC ICs, UDP861C. Look like PLLs from cross to NTE1254. Can anyone shed some light on these (schematics) and possible use for a tap tempo circuit, devices? Very little info but did find pin out (if accurate) - http://www.nteinc.com/specs/1200to1299/pdf/nte1254.pdf
