MXR Distortion + Bad Capacitor?

1.What does it do, not do, and sound like?
I'm at the breadboard testing stage and there is no audio unless i pull the mainboard ground out of the bread board. Then it works till the caps stop pumping out power. This is the second time I've built it. The first time I had to desolder the whole board and make a new board because I had everything flipped. I was putting 9v DC to the IC inverting input. Now its orientated correctly I've already tryed a different OP am still no audio.  When I pull the ground from the pots and the main board I get audio. Ive already checked for bad solder, bridges and I can't find anything. Am i grounding the pedal wrong?

At point A in the picture the Capacitor isnt passing the 8.23v thru.

looks like pins 6 and 7 are shorted,
pin 3 should be V/2 (4v5)

caps do not pass DC.

I ran a hacksaw down the lanes near 6 and 7 and the voltage on 7 dropped down to 4.25, also pin 3 stayed the same at 1.69. Is there a way to simulate a pot with resistors I'm running out of pots?

Yes. A pair of resistors in series that add together to give the pot value you want. The middle point where the two resistors join is your "pot"s wiper connection.

Thanks everyone for the help I just ran a hacksaw down all the lanes and it works. Then i tested it by running the audio signal thru a compressor.

If you wanted to learn about circuits you could acquire some schematic's and start looking at data sheets.
Learn about AC and DC.
Common componants and concepts.
