Millenium 2 plus 4049 with input shunt?

Hi again,
I'm trying to make this mill bypass with "input shunt to ground" for a dual loop switcher. I will be using two pedal boards, one for rhythm and one for lead sounds. So i need to shunt the inputs to ground when the loop is switched out to prevent bleed through of the high gain sounds on my lead pedal board.
I'm trying to do this with a HEF4049BP. With this chip i can run 2 separate led ckts off the one chip. I have the leds working fine, i.e. switching on/off. My problem is implementing the ground shunt.
I have tried several different ways to do this over the last few days (snipping bits off RG's schematics and tacking them onto the 4049 ckt) on the bread board with limited results by jumping inputs of the chip to make one input go high when the other is low. But i cant seem to get a definite ground connection on the shunt line.
I can wire a voltage divider to one the outputs of the 4049 to get Vref on the 
shunt line as RG does in his 4007 schematic,(at least thats what i thinks he's done) but I don't understand how sending Vref to the input will work and if its safe.
With my very limited knowledge I really need someone to point me in the right direction.
