BBE Sonic Stomp Clone Lumin

Hello,
  I recently built this effect 1st time built it housed in me temp box worked great. Actually really was digging this pedal enough to go ahead and permabox it. Once done (i'm sure alot of you can feel whats coming) it didn't work. LED lit up and I got guitar in by pass nothing engaged. Here is my situation all three Ic's TL072 read 4.60 volts on all pins except pin 4 on all 3 IC's  reads 0 volts and pin 8 on all 3 IC's
9.21v using a power supply having 9.22v.
  For some reason I feel Ive read somewhere something about a similar situation (all Ic having the same voltage and I kinda remember it was some easy fix or stupid oversight on my part, it usually is!)
  Any ideas?

Those voltages look OK.  Pins 4 and 8 are the power supply to the opamp, so 0V and 9V are correct.  All the other pins are where signal goes in or out, which you'd expect to be about half the power supply, so 4.6V is OK.  I'd be looking for a short or similar that's happened in the transition to the new box.  Try an audio probe to see where your guitar signal disappears.
