I've seen people use some sort of foam insulating pad to stop a circuit from resting on the ground plate of metal. What is this and where can I get some? I've tried google but no luck so far.

You can also go a craft store and get a package of adhesive foam sheets.  It comes in multiple colors and a pack is pretty cheap.

Years ago, I purchased a piece of grey acoustic insulation foam (what is used for sound rooms)... I have been cutting it into little bits for years!

Works perfectly, and has good "stick-um"

I used to really be with it!  That is, until they changed what "it" is.  Now, I can't find it.  And, I'm scared!  --  Homer Simpson's dad

Whatever you decide on using, ensure that it doesn't have any electrical continuity. Some foams are conductive, or if rubber based, contain carbon black which is conductive. Test it with a good quality DMM before stuffing it underneath your board.

this?
I have used that before and still have some. It's not very sticky though and ends up being more of just an insulator. Hook and loop or Velcro works pretty well and will, of course, come apart for you. Try this maybe:
