In operation, yes.

*When poking with a meter*, the bases are fed with a very high-Ohms resistor. Nearly as big as many meters' input resistance. So *while poking* the voltage is lower. While we could calculate the loading (if we knew the meter specs), if that stage has a happy emitter voltage and passes signal, I'd overlook a "low" base voltage.
