Weird voltages on OCD

Hi guys,

It's been a while since I've done the pedal thing and I've had an OCD that needed debugging for ages so I decided to try and get the bugger working. Surprise, I can't.
I'm using the tagboard layout. It's version 3. http://tagboardeffects.blogspot.com/2012/02/fulltone-ocd-all-versions.html
My voltages on the IC we're all over the shop to begin with so I recut traces and ran a hot iron through the lines to clean it up a bit. I got some of it back to normal but there's one thing that makes no sense to me at all.
As a part of debugging I checked my voltages with the IC removed. Here's what I got.
Pin 1 - 4.02v
Pin 2 - 2.62
Pin 3 - 3.11
Pin 4 - 0
Pin 5 - 4.02
Pin 6 - starts around 4 volts and drops to 0.11v
Pin 7 - same as pin 6
Pin 8 - 9.19

I think pins 2 and 3 are loaded by my multimeter so read a bit lower than they should.
What's up with pins 6 and 7 though? Does this sound like a leaky cap? There shouldn't be any voltage at all at those pins with no IC but I'm definitely getting something.
I'm about ready to just make a new board coz I've been at this one for ages now and just can't get it to work. I've triple checked component values and placement and solder bridges but can't find anything.

Oh and one more thing. The voltage at my status led when on is only 1.93v. When off it reads 9.22v. Is that normal with a 2k2 resistor? Is that my multimeter doing it's loading thing again. I think I should get a better multimeter.

The LED question is easy: your LED has a voltage drop just under 2v, normal for an LED. When it is off, the ground is not connected, and so you are just measuring the supply voltage.

Regarding the led, I'm getting the 2v reading from the supply side. In this pedal I put the resistor before the led, usually I put it after but that doesn't matter. Fair enough though, I'll stop looking for problems where there aren't any.

What are your voltages with the IC installed?
