Take a close look around your LM833 (I'm seeing candidate shorts, other than willienillie spotted).  Other than the power (pins 8 and 4), everything else should be around 4.5V.  You might also want to reflow some of your joints - they look a bit "pasty".  Try turning up your soldering iron, if that's an option.

You're aiming for all your joints to look like this:



Assuming your solder is uniformly molten (which I why I mentioned "turn up the soldering iron" earlier), then when it cools, surface tension will pull it into a nice, shiny, uniform concave arrangement as in the diagram.  No mis-shapen blobs.  No dull surfaces.

With a hot iron, you should be able to get in and out in two or three seconds and achieve a perfect joint - even on vero (those strips can act as a heatsink!).  It's worth practising your technique.  You're gonna be making a lot of these joints.
