Diagnosing Strange Sound in Klon Circuit

Hi all, I am building a few Klon clones using the Martin Chittum schematic. I built one part for part with a PCB that I designed in Eagle. It worked perfectly fine and sounds great so I went ahead and built a couple more for a few friends of mine. The 2nd and 3rd builds both have the same issue: The pedal works as it should except in the background there's a lot of "wooshing" noises. Kinda similar to the sound of wind or waves.  It almost sounds like I am using a cheap daisy chain power supply or something.

I'm using a standard Dunlop 9V ECB-95 power supply, I've also tried my Voodoo lab pedal power plus and just a straight 9V battery but the issue remains.

I thought maybe there could be an issue with my PCB design but if that was the case wouldn't my first pedal build also have the issue?

One person recommended that I try swapping out the charge pump IC as they can sometimes be noisy. So I swapped out about 4 of them between the two pedals and they both still have the same issue. I am using the ICL7660SCPAZ for the charge pump.

I've noticed that the sound gets worse when turning up the "output" but is not affected by the gain or the treble pots.

Does anyone have any idea what could be causing this or give me some pointers on how to diagnose it? I have an audio probe and I've tried locating the source but haven't been able to track it down yet.
