shorted pin 1 adjustment to ground. removed both reisitors 120r and 1.5k. Removed the 470uf from board. took measurement from pin 1 to pin 2 output and got 25v the same as input.
I would think all regulars was bad.this was the 4th one out of 5. contacted seller he refunded me. Lesson learned. Got 2 coming from mouser's. should be here Friday..

got new lm338's today and it is all working fine now. so the chips was bad
