I've got no output from this circuit currently, I've posted my readings below.  My soldering iron tip stopped working so well halfway through this build resulting in a few burnt tracks, I improvised using links seen in the photo to route the signal.  I've probed them quite a bit to ensure continuity to the correct places.

Pin 5 - 3.85V, goes up with attack pot

are we not allowed to see the component side? is there no accompanying circuit diagram? how do we know what goes where?

hard to say without the circuit diagram, but the TL074 pins 13 and 14 should probably read about 1/2 supply.

Duck is correct to be concerned regarding the voltages on pins 13 and 14 of the TL074. They should be somewhere close to 4.5V so check for shorts. A 0V track runs directly past pin 14 so a short to that track would not be good. The other pins that look odd are pins 5 and 6 so check for shorts or placement errors.

A circuit diagram would be very helpful and some pictures of the component side would be great.

You should expect to see voltages close to what is detailed below;

BTDR-2H:
1: 5.0V
2: 0V
3: 5.0V
4: 0V
5: 4.5V
6: 0V

TL074:
1: 4.6V    14: 4.6V
2: 4.6V    13: 4.6V
3: 4.6V    12: 4.6V
4: 9.0V    11: 0V
5: 4.5V    10: 4.6V
6: 4.6V      9: 4.6V
7: 4.6V      8: 4.6V

PT2399:
1: 5.0V    16: 2.5V
2: 2.5V    15: 2.5V
3: 0.0V    14: 2.5V
4: 0.0V    13: 2.5V
5: 3.5V    12: 2.5V
6: 2.5V    11: 2.5V

Here is the component side of the board.

I've taken a razor across the tracks and now I'm getting 4.64V on Pin 6 of the TL074 but I still have the same readings for Pins 5, 13, and 14.  I've checked the placement over and haven't spotted any errors so I will have to check all values next.
